SHERIDAN YOUTH SOCCER ASSOCIATION BYLAWS

Article 1 - Name & Representative Colors
The name of this organization shall be the Sheridan Youth Soccer Association and will be known hereinafter as the SYSA. The primary colors of the SYSA travel teams shall be royal blue and yellow.
Article II - Purpose
The purpose of the SYSA is to;
1) promote and advance recreational and classic soccer programs within the city of Sheridan, Arkansas and its neighboring communities.
2) develop and maintain a competitive program that provides the opportunity to develop skills and provide the level of competition to successfully compete at higher levels of soccer.
The SYSA is a nonprofit organization of which all money collected will be used to fulfill the purpose stated above. All positions on the board in this organization are elected volunteers; there are no salaried positions.
Article III - Membership
All administrators, coaches, referees, parents of players and players who are residents or who are in neighboring communities to Sheridan are eligible for membership in the SYSA. All players are required to be registered with the Arkansas State Soccer Association. All administrators, coaches and referees must have a background check done to work with the players. Recreational coaches that wish to participate in any ASSA State Cups must obtain an E License. All coaches participating at the classic level must possess a D license or higher.
Article IV - Officers
Section 1 - The SYSA shall be governed by the following officers: President, Vice-President, Treasurer, Secretary, Registrar and Coaching Director. These six officers will constitute the Executive Board.
Section 2 - Up to six officers represent the SYSA recreational program as follows; U5/U6 coordinator, U7/U8 coordinator, U9/U10 coordinator, U11/U12 coordinator, U13/U14 coordinator, U15/U16/U17/U18 coordinator filled by parents of players within the age group. There are also three at-large positions; one representing the coed interests of U5/U6/U7/U8 players, one representing the interests of girls U10 up and one representing the interests of boys U10 up. In addition, one officer will represent the SYSA classic program. These officers shall each have one vote in all matters of business conducted by the SYSA. No position shall be filled if an age group or classic team does not exist.
Article V - Duty of the Officers
Multiple positions may be held by one person as determined during a formal meeting to meet requirements of the SYSA.
Section 1 – President. The President will oversee and be the spokesperson for the SYSA. The President shall call to order four mandatory meetings;
1) close to the end of the Spring season to set the agenda for the Fall season. This meeting includes all officers and members. Elections are held for the following Fall season.
2) within a 2 week period surrounding the end of registration to form teams and prepare for game scheduling (may be before the close of registration).
3) close to the end of the Fall season to set the agenda for the Spring season.
4) within a 2 week period surrounding the end of registration to review Fall team rosters, make changes due to single season participants and prepare for game scheduling (may be before the close of registration).
Additional meetings may be scheduled by the President to consider specific matters of any nature that requires action prior to the next regular meeting.
The meetings shall follow Robert’s Rule of Order.
The President or representative shall attend the annual ASSA meeting and ensure that officers are informed of the dates of the meeting to ensure the SYSA is adequately represented.
The President or representative shall assess field conditions and all field equipment for safety of the players and referees.
The President may serve no more than two consecutive two year terms with elections held on odd years.
Section 2 – Vice-President. The Vice-President shall perform the duties of the President when the President cannot be present. The Vice-President shall be in charge of seeking individuals to hold any position that becomes vacant.
The Vice-President may serve no more than two consecutive two year terms with elections held on even years.
Section 3 – Treasurer. The Treasurer must possess knowledge in banking processes, maintain a monthly SYSA account of credits and debits which shall be presented at each meeting in written form. The Treasurer shall disperse and deposit funds and shall have an alternate designated who is an Executive Board member to disperse funds from the SYSA account in event of the Treasurer’s absence. The designee will be chosen by the board. On amounts larger than $100.00, the Treasurer or designee must obtain approval from a majority of the officers. The Treasurer shall submit an audit of his/her books no less than every two years at the meeting held prior to the Fall season.
The Treasurer may serve more than one term and is voted on every three years.
Section 4 – Secretary. The Secretary shall keep accurate typewritten notes of each of the meetings and read the previous meetings minutes at the beginning of each meeting.

Section 5 - Registrar. The Registrar shall be the record keeper for all registered players of SYSA. The Registrar shall maintain all records for registration and be the person for insuring proper registering with the Arkansas State Soccer Association (ASSA) and shall be responsible for all team rosters. The Registrar shall keep and maintain accurate records of cautions and ejection of players as well as data concerning coaches and spectators removed from matches for misconduct. The Registrar also ensures all volunteers have a background check performed each year.
The Registrar may serve more than one term and is voted on every three years.
Section 6 - Coaching Director. The Coaching Director develops programs, training material and is the main trainer for new coaches and Academy Format assistants. The Coaching Director will obtain a minimum of a D license and work toward a C license.

Section 7 – Coordinators
1) Recreational - Up to six officers will represent the broad interests of the recreational program by taking registration forms and separating them out into equitable teams and locating coaches for each team. These officers shall attend each regular and called meeting to assist the other officers in the decision-making processes of the organization as well as on the voting of policies, regulations, changes, etc.
2)Classic - One officer will represent the broad interests of the classic program. This officer shall attend each regular and called meeting to assist the other officers in the decision-making processes of the organization as well as on the voting of policies, regulations, changes, etc.
Article VI - Referee Assignor
The Referee Assignor of the SYSA must be licensed through the ASSA and represents the interest of the local referee association to SYSA, advise the SYSA on the laws of the game, identify to the SYSA referee training schedules and assign referees to games. The Referee Assignor is not a member of the board; as the Assignor is a paid position. As an integral part of the SYSA Organization, the Referee Assigner is to be present at board meetings, advising and consulting with the Executive board on key issues.
There is no limit on the number of terms the Referee Assignor may serve.
Article VII - Voting
Voting for any position and/or any business done by the SYSA is done through a meeting and by all officers. At any meeting at least 2/3 of the SYSA officers must be present for a valid vote on any business. An e-mail submitted to the Executive Board by a person not able to attend can be accepted for a proxy vote on any specified item and would count towards the 2/3 attendance. Write-ins for an officer position are accepted but a person wishing to serve as an officer must be nominated by an SYSA officer and the nomination voted on. Prior to the meeting after the Spring season, a flyer/letter will be sent out to all members of the SYSA showing the sitting SYSA officers and identifying any business to be done before the next year begins. Members are invited to this meeting and are invited to submit any recommendations to the SYSA officers. Any recommendation must be discussed and voted on before implementation.
Article VIII – Removal from office
An SYSA Officer may be removed upon a personal request and approval of the SYSA or as requested by an officer with a two-thirds assenting vote. Removal shall be based on failure to represent the SYSA in a professional manner or failure to satisfactorily perform assigned duties.
Article IX - Affiliations
The SYSA shall be a member of the Arkansas State Soccer Association (ASSA) and abide by all the rules and regulations of the United States Soccer Federation of which the ASSA is affiliated.
Article X - Amendments
These bylaws can be amended at any regularly scheduled meeting of the officers by a two-thirds vote. All amendments must be submitted in writing to all officers no less than three weeks prior to a scheduled meeting. It is the responsibility of the persons proposing the amendment to deliver the proposed changes to the officers no less than three weeks prior to a scheduled meeting.
